Rule 69
Potential candidate for promotion

(1) Employees who have completed the service period as per Section 26 of the Act under the relevant group or sub-group one level below the vacancy for the purpose of promotion through performance evaluation in the vacant posts of the authorized level of the service group or sub-group will be potential candidates.
(1a) Notwithstanding anything written in sub-rule (1), for the purpose of promotion to ninth-level vacancies in service groups or sub-groups, those who have completed the service period as per Section 26 of the Act and who have been in the post of General Health Services Group one level below the vacant post and Schedule- Employees who have obtained the relevant educational qualifications specified in 7 can be potential candidates.
(2) The following employees who have completed their service period for such promotion to assistant level posts will be potential candidates:-
(a) Employees working in a category below the relevant group and sub-group working in the Ministry and Department for vacant assistant posts in the Ministry and Department,
(b) For vacant assistant level posts in the regional directorate and the offices under it, the employees working in the respective group and sub-group working in the respective regional directorate and the offices under it.
(3) Notwithstanding anything written in clauses (a) and (b) of sub-rule (2), after the number of posts for promotion has been determined and the number of posts allocated in accordance with the Act and this regulation, even if the working employee is transferred to another office before the allocation of the number of posts, he shall not be transferred (before being) will not be excluded from being a potential candidate for promotion to the post allocated to the office.
